Leo Thüer is a doctoral researcher in the ClaimSov project (2025-2028), in charge of the case study on digital sovereignty claims at the EU level.

His research agenda builds on policy studies, discourse analysis and genealogical criticism to investigate how discourses of digital transformation challenge and reinforce neoliberal governmentality.

Preaviously, he studied Political Science, Public Law and Literature at FU Berlin and Université Paris 8 (2014-2023) and in between worked as a digital rights advocate for NGOs in Berlin, Paris and Brussels (2016-2018). At the WZB's research group "Politics of Digitalization" he worked as a student assistant (2019-2023) and as a pre-doctoral research fellow in the Balancing Acts project (2024).
