CV

Georgiy holds a Ph.D. Degree in Political Science from Columbia University. His research broadly focuses on government incentives for fiscal and political decentralization and the role of state-owned media in framing responsibility across government hierarchy. In addition, he is interested in experimental evaluation of the political and economic effects of introducing new information communication technologies (ICTs) and using them to improve citizen-government communication. He studies these questions predominantly in Post-Soviet Countries. Methodologically, Georgiy relies on a mixture of experimental methods as well as Bayesian statistics. In his work, he pays special attention to research transparency and over the years, contributed to several R packages: CausalQueries, DeclareDesign, and hiddenmeta. Prior to WZB, Georgiy was a research fellow at the J-PAL Global and the International Center for Studies for the Study of Institutions and Development at HSE University (Moscow), as well as visiting scholar at the Harriman Institute for Russian, Eurasian, and East European Studies, and the World Bank’s Development Group.
